Airport Transfers for Delegations in Belgrade: Planning Arrivals in Waves
A coordinator's method for splitting a delegation into arrival waves, matching vehicles to luggage, and keeping VIP and late-flight changes under control at Nikola Tesla Airport.

For a delegation landing at Belgrade Nikola Tesla Airport on several flights, plan transfers in arrival waves: group flights that land close together, match each vehicle to headcount and luggage, treat VIPs as a separate flow, and agree delay and holding rules with your local partner before anyone lands.
This guide is for travel and guest coordinators whose delegation or pavilion team lands at Belgrade Nikola Tesla Airport on several flights, with luggage, a few VIPs and flight times that may still change. It is not about solo-traveller fares. It covers the coordinator's problem: who arrives when, what each group needs at the kerb, and what the local partner must know before anyone lands. Confirmed airport facts are kept separate from operator practice and from the points you still need to check locally.
The situation: 40 people, five flights, one day
Take a hypothetical case. Forty people arrive on five flights over one day. Two are advance staff with equipment cases, a dozen are the main delegation and two are senior guests who expect a named driver. Some flights will slip and one will be rebooked the night before.
Whatever the numbers, the questions are the same. Which flights can share a vehicle? How much luggage is there, and is it ordinary suitcases or exhibit samples? Who needs special handling? Who on the ground decides when a vehicle leaves without a late passenger? Answer these first. The vehicles follow from the answers.
Group size changes the method. A few people on one flight may need nothing more than one vehicle and a driver with a sign. A delegation of dozens across several flights needs waves, a holding rule and a named person who can change the plan on the day.
What is confirmed about the airport, and why it matters for groups
The Expo 2027 site lies between Belgrade's Nikola Tesla Airport and the Sava River and is located about 13 km from the Belgrade city centre, according to the official Expo 2027 organiser. Published information places Expo 2027 Belgrade on a 25-hectare site in Surčin between 15 May and 15 August 2027, and the organiser confirms that the Expo closes on 15 August 2027. Departure transfers therefore need the same wave planning as arrivals.
We could not find an official airport-to-site distance or travel time. Ask your partner to confirm the route and drop-off point for each wave instead of assuming them.
The airport's taxi arrangements are documented. Taxis from the airport are arranged through the TAXI INFO desk in the baggage reclaim area, as the Belgrade tourist information site describes (Tourist Organisation of Belgrade). The airport's taxi price page lists a price of RSD 2,300 for the first group of municipalities listed and states that the price includes transport of passenger baggage.
In practice, this system is built for individual passengers, one taxi at a time. A group of forty, or even eight people with equipment cases, needs its own plan.
Group arrivals into waves
This is operator practice, not an official rule. A wave is a cluster of flights whose passengers can reasonably be collected by the same vehicles or drivers within a set window.
- Advance team. Usually small, often carrying the heaviest luggage. Keep them apart from the main group so cases do not compete with delegates for space.
- Main delegation. Cluster by arrival window. Flights landing close together can share a wave; flights hours apart should not be forced into one.
- VIPs. Treat them as their own flow, whatever time they land.
- Late and split-off passengers. Plan for them as individuals, with a defined fallback.
Then set a holding rule for each wave. Holding vehicles until the last flight has landed and its passengers have their luggage keeps people together, but early arrivals wait. Dispatching per flight is quicker for passengers but needs more trips and more drivers. A sensible default is to hold for closely timed flights and dispatch per flight when the gaps are long. Agree the rule in writing, with a named person who can change it on the day.
Match the vehicle to group size and luggage
Headcount is only half of it. A van that seats a small team comfortably can be full once exhibit samples and equipment cases are loaded. Get luggage counts and the dimensions of unusual items before you settle the vehicle type.

Capacities vary by vehicle, so ask your partner for the actual seat and luggage figures of the vehicle they will send. Pricing depends on scope, date, quantity and specification; obtain a current local quote.
Set up flight tracking, delay buffers and meet-and-greet
Someone must own flight tracking. Ideally that is the local partner's dispatcher, with the coordinator watching the same flights. Flight information can be obtained through the airport website www.beg.aero or by telephone on +381 11 20 94 444. Use these to cross-check whichever tracking app you prefer.
Agree three things in advance:
- A buffer. We could not find published passport control and baggage reclaim timings for groups. Plan a conservative gap between landing and the vehicle's planned departure, and ask your local partner what they see on the ground at the times your flights land.
- A delay rule. For example, a driver stays with a flight until the last confirmed passenger is collected, then the vehicle is released or reassigned to the next wave. Decide who can authorise the change.
- A re-dispatch rule. If a flight moves by hours, does its vehicle stay, return or merge into a later wave? Settle this before the day.
Keep meet-and-greet simple. Drivers hold a name sign, or a group sign for a wave. Each wave has one point of contact with a working phone who can reach both the driver and you. Rules, fees and time limits for waiting or parking at the arrivals kerb were not available to us. Confirm them with the airport and your partner instead of assuming a driver can wait as long as needed.
Separate the VIP flow from the standard flow
A separate VIP flow is mostly about removing uncertainty: a dedicated chauffeur, one point of contact who has the driver's number, and a pickup point agreed in advance. Share the guest's flight and any change immediately, and decide who greets them and what the guest is told before landing.
Be careful with assumptions about airport-side services. We could not confirm whether the airport has a VIP terminal or protocol service, or how to book one. If your guests expect it, ask the airport directly, and ask your partner what they have arranged for similar guests. Until that is confirmed, build the VIP flow around the vehicle and driver, which you control.
When taxis or public transport are an option
The airport taxi desk can suit an individual latecomer or a small split-off from a wave, because baggage transport is included in the taxi price. Check the airport's taxi price page to see which price group applies to the destination. Do not assume the Expo site falls into a particular group; confirm it before telling anyone what to expect.
Bus lines, fares and frequencies could not be reliably confirmed because sources conflict. Verify them locally before suggesting buses to anyone, and do not build a group plan around them. An official Expo shuttle or delegation transport from the airport was also not confirmed, so do not rely on one.
What to send your local partner 7 days before arrival
One information pack, sent seven days ahead and kept up to date, prevents most arrival-day confusion. Include:
- Passenger names and the count per flight.
- Flight numbers and scheduled times.
- Luggage per person, plus special cargo with size, weight and fragility.
- VIP and accessibility needs.
- Drop-off addresses, with the person who receives the group at each one.
- The on-site contact for each wave, with phone number.
- The change and delay procedure: who approves, how fast, and through which channel.
- The 24/7 contact arrangement. Agree who answers the phone at night and in the early morning, and whether that person can authorise changes.
